Summary

This Behavior can change the Completion Status and Current Step of a Workflow Instance.

This was originally added so that https://heuristicsolutions.atlassian.net/wiki/spaces/DOCS/pages/1374584869 can explicitly set the status of a newly-created Workflow Instance, but without modifying the status of a pre-existing one. (This works in concert with https://heuristicsolutions.atlassian.net/wiki/spaces/DOCS/pages/1565065245)
