Published Workflow Steps
Summary
In some use cases, it is useful to be able to "publish" some data to the system before it's "creation Workflow" has completed successfully. The ability to do this was added in 9.10.0.
Use Cases
In Exam Scheduling using Proctors, the Create Offering Workflow will cover the process in which a Site chooses to offer an exam, and the process in which a Proctor submits data to close out that exam after the administration ends. "Publishing" the Offering at the end of the data entry process makes it available for Candidates to schedule, while still allowing Proctors the ability to close out the workflow at the end.
In a "Course Renewals" configuration, Providers may need to pay a renewal fee every so often. If the course has not had any significant changes, it may be desirable to reactivate its Create Activity Workflow to enable the renewal fee but without preventing Practitioners from adding that course to their application. Marking the renewal payment step as "Published" achieves this goal.
